It's definitely ok As Long as It's Clearly Labeled as an incomplete story/ fragment, both on the subject line and in the body of the first message. Depended on the level of completion, it would fall under either HELP or EDIT (which by definition are incomplete). Considering the size of this list (small) and the light traffic there should never be a problem posting anything as long as it's status is noted. I can see where this question came up, I'll update the Welcome Message to cover it.
