I think whoever started the clone thing didn't mean that *all* the
Enforcers were clones, just a certain percentage.  Still, I have to go
with the theory that the lookalikes were simply created for the sake of
the cartoon company having fewer characters to design and that there are
no clones among the Enforcers (aside, of course from the possibility of
Dark Kat, Dr. Viper, or some other villain infiltrating them with a
clone).
