Of course, in "real world" cartoon production, they probably didn't do too many different model sheets for enforcers ( though there are certainly different-looking kats in crowd scenes. ) My guess is that the enforcers have height/weight requirements (that might have gotten ignored for Felina). They do have to fit into that body armor, and with the high rate of retirement, they will want to re-use the armor parts that aren't destroyed. So most of them are about the same build. Plus, if you make hiring decisions, you tend to hire workers like yourself. So whoever is in admin may be hiring more enforcers that look like that. Also, to another Kat they may look quite different, but they all look alike to you because you don't know what differences to look for.
