The Enforcers use US Navy ranks (at least it looks like it), even if they don't wear the uniforms. The SWAT Kats wear blue with red highlights, the same as Marine Dress Blues. The SWAT Kats are always showing up and making fun of the Enforcers, and seem to take great joy in it. Marines love to make fun of and show up Squids. Is there a Jarhead hiding in the designers of SK?
